Buying an apartment in Ashdod: prices by neighbourhood, seafront towers, new builds, what you need to know
Ashdod is Israel’s fifth-largest city, its main port, a seafront of towers, and a market still 30 to 40% cheaper than Netanya for comparable quality. The city is divided into numbered quarters (rovaim) named by Hebrew letters, which confuses at first and simplifies later. Its buyers are mostly French and Russian speakers; English-speaking buyers come for the price gap with the Sharon coast. This guide gives real ranges by neighbourhood, what is being built in the south, and the budget by status.
The short answer
In Ashdod the square metre trades between ₪18,000 and ₪32,000 in Q3 2026 (Madlan and Yad2 listings): ₪18,000–24,000 in the resale stock of Rova Gimel, Hey, Tet and Yod-Alef, ₪24,000–28,000 in the recent buildings of the City and Yod-Bet, ₪28,000–32,000 in the Marina towers and the seafront new builds. A recent 4-room apartment is worth ₪2.3M to ₪2.9M; a sea-view 4-room at the Marina, ₪3M to ₪4M (≈ $835,000–$1.1M). On ₪3.2M at the Marina a non-resident pays 256,000 ₪ in purchase tax (mas rechisha); on ₪2.2M in the City an oleh pays 1,106 ₪. Fifth-largest city in the country (about 230,000 residents), the main port, Israel’s second-largest French community after Netanya, a large Russian-speaking community, and one of the deepest new-build pipelines on the coast.

Prices by neighbourhood (order of magnitude, 2026)
Ashdod was laid out in the 1950s–60s as seventeen quarters, the rovaim, numbered with Hebrew letters (Alef, Bet, Gimel… up to Yod-Zayin), plus the Marina (the seafront of towers in the north-west) and the City (Rova HaCity, the business and retail centre around the Big Fashion mall and city hall). The higher the letter, the newer and further south the quarter. Prices follow three criteria: distance to the sea, age of the stock, and whether the unit has a safe room (mamad) and parking.
| Neighbourhood | ₪/m² resale | ₪/m² new / recent | Profile |
|---|---|---|---|
| Marina | 26,000–30,000 | 30,000–34,000 | 15–30 storey towers facing the sea, pools, doormen; French pieds-à-terre, the highest prices in the city. |
| City (Rova HaCity) | 24,000–27,000 | 27,000–31,000 | The modern centre: 2005–2020 buildings, shops, offices, Assuta hospital nearby; strong rental demand. |
| Rova Yod-Alef (11) | 21,000–25,000 | 26,000–29,000 | The historic French quarter: synagogues, high school, French-speaking shops; 1990s–2000s buildings, families. |
| Rova Yod-Bet (12) | 22,000–26,000 | 27,000–30,000 | Newer, closer to the sea, 4–5 rooms with a safe room, mixed French-Israeli population. |
| Rova Tet (9) | 19,000–23,000 | 25,000–28,000 | Religious families, schools, large older apartments; first pinui-binui projects. |
| Rova Hey (5) | 18,000–22,000 | 24,000–27,000 | Historic centre near Lido beach: 1960s–80s stock, active TAMA 38, entry price close to the sea. |
| Rova Gimel (3) | 18,000–22,000 | 24,000–27,000 | Lively working-class quarter, many French speakers and religious families, 1960s–70s buildings, renovations under way. |
| Rova Yod-Zayin (17), south | — | 26,000–30,000 | The city’s last big new neighbourhood: projects being delivered, parking, parks, few shops yet. |
| Alef, Bet, Dalet (north) | 17,000–21,000 | 23,000–26,000 | 1950s–60s quarters, large Russian-speaking population, pinui-binui, the lowest prices in the city. |
The price per m² is quoted on gross area (walls, balcony, share of common areas): a 4-room apartment listed at 110 m² offers 90 to 95 m² of usable space (about 970–1,020 sq ft; see gross vs net square meters). Who buys in Ashdod, and why
Ashdod has tens of thousands of residents born in France or descended from the French aliyah of the 2000s–2020s, making it the second French city in Israel after Netanya. Community life is organised around Rova Yod-Alef and Yod-Bet: some twenty French-speaking synagogues, a Franco-Israeli high school, French-style kosher shops, French-speaking doctors. That is where families making aliyah with school-age children buy, usually a 4–5 room apartment between ₪2.2M and ₪2.9M, financed at 75% at the oleh tax rate. The Russian-speaking community, the city’s other large group since the 1990s, is concentrated in the northern quarters and in the City.
The Marina and the City attract another profile: the pied-à-terre of a buyer from Paris, Brussels, London or New York who comes for the holidays and summer and rents the rest of the year (furnished, year-round, since many tower buildings ban short-term lets). A 3–4 room sea-view unit costs ₪2.8M to ₪4M and resells to another foreign buyer. Rova Tet, Hey and Gimel take the ₪1.5M to ₪2.2M budgets: religious families, retirees, investors chasing yield rather than views. For an English-speaking investor, Ashdod’s case is arithmetic: a 4-room unit at ₪2.5M rents for ₪6,500–7,500, which is a yield Netanya or Herzliya no longer deliver. The practical steps for buying without living here are in buying property in Israel from abroad.
New builds and towers: abundant supply
Ashdod is one of the coastal cities with the most new construction. Three sources: the south (Rova Yod-Zayin and the last municipal land towards Yod-Bet beach), where developers deliver 8–20 storey buildings with parking and safe rooms at ₪26,000–30,000 per m²; the seafront (Marina and its southern extensions), with upscale towers at ₪30,000–34,000 per m²; and urban renewal in the older quarters (Alef, Bet, Gimel, Hey, Tet) through pinui-binui and TAMA 38, where a new apartment costs 10 to 20% less than a conventional new build against a less certain delivery date.
For the off-plan buyer the rules are national: Sale Law bank guarantee on every instalment, balance indexed to the construction cost index (madad tshumot habniya), 20/80 schedules widespread in Ashdod since 2025 because supply exceeds demand, usual delays of 6–12 months. The mechanism and the points to negotiate are in buying off-plan from a developer; the new-vs-resale comparison, in new-build or second-hand in Israel.
In the Marina and City towers, building fees (vaad bayit) run from ₪900 to ₪1,800 a month (elevators, pool, doorman, gym). On a 4-room unit rented at ₪6,500 that is 15 to 25% of the rent: build it into the yield calculation.
Two worked examples: Marina as a non-resident, City as an oleh
| Price | ₪3,200,000 |
| Purchase tax, non-resident (8%) | 256,000 ₪ |
| Lawyer (0.5 to 1% + VAT) | ≈ ₪28,000 |
| Agency (2% + VAT) | ≈ ₪75,500 |
| Mortgage broker, appraisal, bank fees, insurance | ≈ ₪18,000 |
| Translations, power of attorney, apostille, wires | ≈ ₪6,000 |
| Total cost | ≈ ₪3,583,500 (+ 12.0%) |
| Mortgage at 50% | ₪1,600,000 → ≈ ₪9,100 / month over 25 years |
| Cash to plan for | ≈ ₪1,983,500 (≈ $551,000 / £432,000) |
The same apartment bought by a resident as their only home would carry 55,538 ₪ in tax instead of 256,000 ₪. A non-resident who makes aliyah within two years can claim the difference back. Unlike a US closing, there is no title insurance, escrow fee or transfer tax beyond the purchase tax.
| Price | ₪2,200,000 |
| Purchase tax, oleh (0% up to ₪1,978,745, then 0.5%) | 1,106 ₪ |
| Lawyer (0.5 to 1% + VAT) | ≈ ₪19,500 |
| Agency (2% + VAT) | ≈ ₪52,000 |
| Mortgage broker, appraisal, bank fees, insurance | ≈ ₪15,000 |
| Total cost | ≈ ₪2,287,600 (+ 4.0%) |
| Mortgage at 75% | ₪1,650,000 → ≈ ₪9,300 / month over 25 years |
| Cash to plan for | ≈ ₪637,600 (≈ $177,000 / £139,000) |
The same 4-room unit in the City would carry 7,744 ₪ in tax for a resident and 176,000 ₪ for a non-resident. The oleh rate applies to a single home bought between one year before and seven years after aliyah, until at least 15 January 2028; the conditions are in buying as a new immigrant. For your own case:

Brackets of 16 January 2025, frozen until 15 January 2028 (Arrangements Law). A non-resident is taxed as an additional-home buyer unless they become an Israeli resident within two years of the purchase. Payment is due within 60 days of signing.
Renting out in Ashdod: rents and yield
| Property | Price | Rent / month | Gross yield |
|---|---|---|---|
| Renovated 3 rooms, Rova Gimel or Hey | ₪1,500,000 | ₪4,300–4,800 | 3.5–3.8% |
| Recent 4 rooms, City or Yod-Bet | ₪2,500,000 | ₪6,500–7,500 | 3.1–3.6% |
| Sea-view 4 rooms, Marina, furnished | ₪3,200,000 | ₪7,500–9,000 | 2.8–3.4% |
Rental demand comes from the port (the country’s largest), the industrial zone, Assuta hospital opened in 2017, French-speaking families who rent for a year or two before buying, and students. Rent up to ₪5,654 a month (2026 threshold) is tax-exempt for an individual; above that, a 10% flat regime or the real regime. The rental tax rules for an owner living abroad are detailed on shekelguide.com.
Due diligence specific to Ashdod
- Safe rooms and the south. Ashdod has been within rocket range of Gaza since 2008; post-1992 buildings have a safe room per apartment, while buildings in Gimel, Hey, Tet and the northern quarters often have only a shared shelter. That weighs on price (10 to 15%) and on ease of letting. See also what happens to my mortgage during a war.
- Towers: fees and reserve fund. Ask for the last three vaad bayit statements, the reserve fund and the state of the elevators and pool. A badly run 2005 tower costs more than a well-kept 2018 building.
- Sea air. Façades, window frames and air-conditioning units in Marina and beachfront buildings wear fast: budget for upkeep and check which works have been voted.
- Title. The city stands on state land (Minhal); most buildings are at the Tabu, but some recent projects are still held by the developer’s housing company. The lawyer checks the Tabu extract (nesach tabu), the caution note (hearat azhara) and the absence of mortgages or municipal debts.
- Unpermitted additions in the older stock of Gimel, Hey and Tet: enclosed balconies, rooftop rooms, split apartments. Compare the permit with what stands; regularise before signing or price it in.
- Short-term lets. Many tower buildings ban them in their by-laws; check before buying "for Airbnb".
- No zikaron dvarim without a lawyer. The pre-agreement is binding; see how to buy property in Israel, step by step.
Professionals on the ground
Ashdod’s professionals work mostly in French and Hebrew, and increasingly in English: real estate lawyers admitted to the Israeli bar, mortgage brokers used to non-resident and olim files, agencies at the Marina, in the City and in Yod-Alef, developers active in the south and on the seafront. We select them on three criteria: real estate specialisation, independence from sellers and developers, and experience with remote transactions. Usual fees and checks are in the real estate lawyer in Israel; financing from abroad, in mortgages for non-residents.
Frequently asked questions
How much is an apartment in Ashdod in 2026?
Order of magnitude ₪2M to ₪2.3M (about $555,000–$640,000) for an average apartment, all neighbourhoods combined. A resale 4-room apartment in Rova Gimel, Hey or Tet trades between ₪1.7M and ₪2.2M; a recent 4-room in the City or Rova Yod-Alef, between ₪2.3M and ₪2.9M; a 4-room sea-view unit in a Marina tower, between ₪3M and ₪4M. Madlan and Yad2 listings for Q3 2026 sit between ₪18,000 and ₪32,000 per m².
Which Ashdod neighbourhoods do foreign buyers choose?
The Marina and the City attract the most recent French buyers and most pieds-à-terre; Rova Yod-Alef and Yod-Bet are the heart of the French community settled since the 2000s, with its synagogues, high school and shops; Rova Tet, Hey and Gimel draw families looking for older 4–5 room apartments at moderate prices near religious schools. The northern quarters (Alef, Bet, Dalet) are more Russian-speaking. English-speaking buyers are few and mostly investors.
Is Ashdod a good rental investment?
Gross yield runs between 3.3 and 3.8% on a 3–4 room apartment rented year-round, slightly better than Netanya or Jerusalem thanks to lower purchase prices and strong rental demand (port, industrial zone, Assuta hospital, families). Marina towers yield less (2.8 to 3.2%) but resell more easily to a foreign buyer.
New or resale in Ashdod?
Resale stock in Gimel, Hey, Tet or Yod-Alef costs ₪18,000–24,000 per m², often without a safe room or covered parking, but on the liveliest streets. New builds in the south (Yod-Zayin, City, seafront) cost ₪26,000–32,000 per m², with parking, safe room, sometimes a pool, and the Sale Law guarantees; developers have offered 20/80 schedules and end-of-project discounts since 2025.
How long from Ashdod to Tel Aviv?
Between 40 and 50 minutes by train from Ashdod Ad Halom station to Tel Aviv HaHagana or HaShalom, with two to three trains an hour. By car on road 4 or 41, allow 45 minutes to 1 h 15 depending on the hour. Ben Gurion Airport is 35–45 minutes away, which matters for an owner flying in several times a year.
