Buying in Modiin: prices by neighbourhood, cottages vs apartments, what you need to know

Modiin is Israel’s planned city: thirty years old, 100,000 residents, neighbourhoods built in one go, a train to Tel Aviv, road 443 to Jerusalem, and the highest share of English-speaking olim in the centre of the country. The market is easier to read than most: almost no old stock, prices per m² about 40% below Tel Aviv, and steady family demand. This guide gives real ranges by neighbourhood, what is still being built, and the budget by status.

The short answer

In Modiin-Maccabim-Reut the square metre trades between ₪24,000 and ₪34,000 in Q3 2026 (Madlan and Yad2 listings): ₪24,000–28,000 in the 1990s–2000s buildings of Reut, Maccabim and the first neighbourhoods, ₪28,000–34,000 in Buchman, in new builds and in the recent projects of Moriah and Shvatim. A 4-room, 115 m² gross apartment is worth about ₪3M (≈ $835,000); a cottage in Buchman or Reut, ₪5M to ₪8M. On ₪3M, the purchase tax (mas rechisha) is 5,106 ₪ for an oleh, 45,538 ₪ for a resident buying their only home, and 240,000 ₪ for a non-resident. Founded in 1996, 100,000 residents, a train to Tel Aviv, and the first stop for Anglo olim in central Israel.

Prices by neighbourhood (order of magnitude, 2026)

Modiin reads like a map: each neighbourhood (shchuna) was built in a single phase with its own parks, schools and local shopping centre, and carries the name of its theme (the Prophets, the Tribes, the Flowers). Price differences come less from prestige than from the age of the stock, the slope (Modiin is a city of valleys) and the distance to the train station and the Azrieli mall.

Ranges observed in listings and declared transactions (Madlan, Yad2, Q3 2026). A renovated unit with two parking spaces, storage and a safe room sits at the top of the range. ₪10,000 per m² ≈ $2,780 per m² ≈ $258 per sq ft.

Buchman28,000–32,00032,000–36,000The Anglo neighbourhood: cottages, semi-detached houses, low-rise upscale buildings, English-speaking synagogues, hill views. The highest prices in the city.
Moriah (Hashmonaim, centre)26,000–30,00030,000–34,000Around Modiin Merkaz station and the Azrieli mall: 2005–2020 buildings, Tel Aviv commuters, strong rental demand.
Kaiser26,000–30,00030,000–33,0002000s–2010s neighbourhood in the north-west, large 5-room units, well-regarded schools, near Anabe park.
Shvatim (the Tribes)26,000–30,00030,000–34,000East of the city, recent stock, many olim families, the last new projects on its edge.
Reut24,000–28,000—Former separate town merged in 2003: 1980s–90s detached and semi-detached houses, large plots, few apartments.
Maccabim24,000–28,000—Same logic as Reut: villas and cottages, settled population, low price per m² but high entry tickets (houses at ₪5–7M).
Prachim, Nevi’im, Avnei Hen (first neighbourhoods)24,000–27,000—The 1996–2003 neighbourhoods: 4–6 storey buildings, elevators but sometimes outdoor parking, the city’s entry price.

As everywhere in Israel, the price per m² is quoted on gross area (walls, balcony, share of common areas): a 4-room apartment listed at 115 m² offers 95 to 100 m² of usable space (about 1,020–1,075 sq ft; see gross vs net square meters). Cottage or apartment: two different markets

Modiin is one of the few cities in central Israel where a buyer genuinely chooses between a house and an apartment. The two markets do not behave the same way.

2026 orders of magnitude for a property in good condition. Buchman cottages with a view trade above ₪8M.

An investor abroad will almost always choose the apartment: it rents year-round (families, airport and Airport City employees), can be managed remotely and sells within weeks. A future oleh moving with children will look at a Buchman or Reut cottage, bearing in mind that 75% financing on ₪6M requires household income of roughly ₪50,000 a month to stay within the 35–40% debt-to-income ratio the banks apply.

Who buys in Modiin, and why

Three profiles dominate. Israeli families leaving Tel Aviv and its suburbs for a 5-room apartment at the price of a 3-room in Givatayim. Anglo olim, the city’s largest immigrant group for twenty years: Americans, British, South Africans and Australians drawn by bilingual school tracks, the synagogues of Buchman and Shvatim, and a city designed for cars and strollers. They often buy within a year of aliyah, using the 0.5% oleh rate and a 75% mortgage. Diaspora buyers, finally, who are planning aliyah in three to five years and buy a 4-room apartment to rent out until then, or who want a base for student or soldier children half an hour from both Tel Aviv and Jerusalem.

For an American or British buyer, Modiin is above all a rational choice: price per m² 40% below Tel Aviv and 25% below central Jerusalem, recent buildings with a safe room (mamad) and parking, no century-old stone buildings to survey, and a community infrastructure (shuls, youth movements, sports clubs) that functions in English. The specific steps for a US buyer (FATCA, dollar transfers, US tax on an Israeli home) are in buying property in Israel from the USA.

New builds: less than before, but still there

Modiin was delivered in waves: Prachim and Nevi’im in 1996–2000, Moriah, Kaiser and Buchman in the 2000s, Shvatim in the 2010s. The last large land reserves lie to the east and north (extensions of Shvatim and Moriah), where developers sell between ₪30,000 and ₪34,000 per m², parking and safe room included, with 20/80 schedules common since 2025 and delivery announced at 24–36 months. Add densification projects and the first pinui-binui (demolish-and-rebuild) schemes on the 1980s stock of Reut and Maccabim, still few in number.

The off-plan buyer is protected by the Sale Law (bank guarantee on every instalment), pays a balance indexed to the construction cost index (madad tshumot habniya), and should plan for the usual 6–12 months of delay. The full mechanism and the points to negotiate are in buying off-plan from a developer; the new-vs-resale comparison, in new-build or second-hand in Israel.

In Modiin new builds the advertised price usually includes one parking space; the second (₪80,000–150,000) and the storage room are extras. The developer’s legal fees are capped by law at about ₪5,500 + VAT.

Gap in cash required: close to a million shekels, of which 234,894 ₪ is tax. A non-resident who makes aliyah within two years of the purchase can apply for reclassification as an "only home" and a refund of the tax difference; the mechanism is detailed in buying as a new immigrant. Unlike a US closing, there is no title insurance, escrow fee or transfer tax beyond the purchase tax. To check your own case:

Due diligence specific to Modiin

  1. Title. Almost all of Modiin stands on state land leased through the Israel Land Authority (Minhal); most buildings are registered at the Tabu (land registry), but some recent projects are still held by the developer’s housing company pending parcelation. The lawyer checks the Tabu extract (nesach tabu), the caution note (hearat azhara) and the absence of mortgages.
  2. Reut and Maccabim: 1980s–90s houses. Enclosed verandas, added floors, pools: compare the building permit with what stands. An unpermitted addition is regularised before signing at the seller’s expense, or priced in.
  3. Building fees. Recent buildings with elevators, underground parking and gardens charge a vaad bayit of ₪500–900 a month; ask for the last three statements and the reserve fund.
  4. Slope and orientation. Many buildings in Buchman and Kaiser are built into the valley side: a "ground floor" may be the third level from the street. Ask how many steps without an elevator, and which way the living room faces (west = summer heat).
  5. Arnona. Modiin’s municipal tax is among the highest in the centre: ₪9,000–14,000 a year for a 4–5 room apartment. It weighs on an investor’s net yield.
  6. No zikaron dvarim without a lawyer. The pre-agreement is binding; see how to buy property in Israel, step by step.

Professionals on the ground

Modiin has English-speaking real estate lawyers based around the centre and Buchman, mortgage brokers used to olim files (income abroad, no Israeli credit history) and agencies covering the city neighbourhood by neighbourhood. We select them on three criteria: real estate specialisation, independence from sellers and developers, and experience with remote transactions. Usual fees and checks are in the real estate lawyer in Israel; financing from abroad, in mortgages for non-residents.

Frequently asked questions

How much is a 4-room apartment in Modiin in 2026?

Between ₪2.7M and ₪3.4M (about $750,000–$945,000) for a 4-room, 110–125 m² gross apartment in a 2000s–2010s building in Moriah, Kaiser or Shvatim, and ₪3.2M to ₪3.8M for the same in Buchman or a recent project with two parking spaces and a safe room. Madlan and Yad2 listings for Q3 2026 sit between ₪24,000 and ₪34,000 per m² depending on neighbourhood and floor.

How long does it take from Modiin to Tel Aviv or Jerusalem?

By train, 30 to 35 minutes from Modiin Merkaz station to Tel Aviv HaShalom, via Ben Gurion Airport. To Jerusalem the train requires a change at Ben Gurion (45 to 55 minutes in all); by car on road 443, allow 30 to 40 minutes outside rush hour. That is what makes Modiin a city of couples where one works in Tel Aviv and the other in Jerusalem.

Is Modiin a good city for English-speaking olim?

It is the Anglo olim city of the centre: Americans, British, South Africans and Australians are the largest immigrant group, with English-speaking synagogues, bilingual school tracks and well-organised community associations in Buchman, Moriah and Shvatim. The municipality’s absorption services (ulpan, school support) work in English, and the city’s lawyers, brokers and agents routinely do too.

Cottage or apartment in Modiin?

A cottage or semi-detached house in Buchman, Reut or Maccabim costs ₪5M to ₪8M and comes with a garden and garage, but sells more slowly and rents poorly per m². A 4–5 room apartment with parking costs ₪2.8M to ₪4.2M, rents to families year-round (gross yield 2.8 to 3.2%) and is easier to finance. For an investor, or a future oleh who has not yet picked a neighbourhood, the apartment is the more liquid choice.

Is there still new construction in Modiin?

Yes, though less than a decade ago: the last large land reserves lie to the east and north (extensions of Moriah and Shvatim), plus densification projects and the first pinui-binui schemes on the 1980s stock of Reut and Maccabim. New-build prices run from ₪30,000 to ₪34,000 per m², with 20/80 payment schedules common in 2025–2026 and delivery at 24–36 months.
