Buying property in Herzliya: 2026 prices, neighborhoods, advice

Herzliya is two cities in one. West of the highway, Herzliya Pituach: villas, the marina and the embassies, where the m² passes ₪80,000. East of it, the historic center, Herzliya Hatzeira, Neve Amal and Gan Rashal: a northern Tel Aviv suburb at ₪35,000 per m². This guide gives real price ranges by neighborhood, what to check on Minhal land, what is being built, and how to buy depending on your status.

Herzliya in four figures

₪3.85M average price per apartment (CBS, Q1 2026), about $1.07M, −2.9% in a year; ₪30,000 to ₪80,000 per m² by neighborhood (ranges observed on Madlan and Yad2, Q3 2026); about 110,000 residents, fewer than 10% of them in Pituach; 2.5 to 3.5% gross rental yield. A city cut in two by the Ayalon highway: the seafront and its ambassadors’ villas on one side, a family suburb with large urban renewal on the other.

In Israel the price per m² is quoted on gross area (walls included, often the balcony and a share of the common areas). In the marina towers the share of common areas (lobby, pool, spa, underground parking) commonly reaches 10 to 15% of the billed area: a 140 m² gross apartment is 115-120 m² of usable space, about 1,240-1,290 sq ft (see gross vs net square meters). Who buys in Herzliya, and why

In Pituach and at the marina, three profiles dominate. Very affluent Israeli families, often from tech, whose business park (north Herzliya Pituach, home to Microsoft, Apple and dozens of start-ups) is five minutes away. Foreign buyers, American, French, British, Swiss, who want the sea, a recent building with parking and a pool, and easy upkeep between visits. Investors, who let to embassies (most ambassadors’ residences are in Pituach), to expatriate executives and to tech leadership, at ₪15,000 to ₪80,000 a month on two- to three-year leases paid in advance.

East of the highway, the center, Gan Rashal and Neve Amal draw local demand and olim who work in the business park or in Tel Aviv: a 4-room at ₪3.2M, a school within walking distance, the train to Tel Aviv in 12 minutes. Herzliya’s Anglo community is real but more spread out than in Raanana or Jerusalem; it concentrates in Pituach, Nof Yam and the center, with English-speaking minyanim and an international school nearby. For an aliyah plan, the oleh tax scale and 75% financing change the whole calculation: see buying as a new immigrant and mortgage for new olim. American buyers should also read buying property in Israel from the USA.

Marina, Glil Yam and urban renewal: where the new stock comes from

Herzliya’s new stock has three faces. The marina and seafront towers: high-end developments at ₪60,000 to ₪80,000 per m², apartments of 120 to 250 m² with sea views, pool and concierge; deliveries are rare and often sell out before construction starts. Glil Yam, in the south-west between the highway and Ramat HaSharon: the city’s big new district, several thousand homes in 8- to 30-storey buildings, parks, schools, deliveries staggered to 2030; this is where a new 4-room with parking and a safe room (mamad) sells between ₪4.5M and ₪6M. Urban renewal in the east: pinui-binui (demolition and rebuilding of whole blocks with the occupants rehoused) in Neve Amal and Gan Rashal, TAMA 38 in the center and Herzliya Hatzeira, at prices 10 to 20% below conventional new builds and with 3 to 6 year timelines.

For the off-plan buyer the framework is the Sale Law: bank guarantee on every instalment, balance indexed to the construction cost index (madad tshumot habniya), 20/80 schedules common in 2025-2026, late-delivery penalties due beyond 60 days. At the marina, ask for the building by-laws before signing: service charges of ₪1,500 to ₪3,500 a month for the pool, security and elevators, and clauses on short-term rentals. The full mechanism is in buying off-plan from a developer.

Developer prices in Glil Yam and at the marina rarely include parking (₪150,000 to ₪350,000 per space, often two spaces for a large apartment), the storage room, or the developer’s legal fees (capped at about ₪5,500 + VAT for the buyer). Ask for the "all-in" price.

Points of vigilance specific to Herzliya

  1. Minhal land in Pituach. A large share of Pituach villas, as in neighboring Kfar Shmaryahu, stand on state land leased long-term by the Israel Land Authority (Minhal, now Rashut Mekarkeei Israel). The lease is often capitalised (mehuvan) for 49 or 98 years, but not always: an uncapitalised lease triggers transfer and capitalisation fees that can reach several hundred thousand shekels. For a foreigner not eligible under the Law of Return, the lease transfer needs the Authority’s consent. The lawyer reads the lease contract, the remaining term and the payment status before any commitment.
  2. Villas: permits and extensions. Many Pituach houses have been extended over the decades. An unpermitted extension (pool, floor, finished basement) blocks the mortgage and gets regularised at your expense. Ask the municipality for the building file (tik binyan) and compare it with what is built.
  3. Marina: charges and by-laws. The marina towers are serviced condominiums: high monthly charges, reserve funds, and by-laws (takanon) that may forbid short-term rentals or restrict works. Read the last three minutes of the house committee (vaad bayit).
  4. East of the city: promised TAMA 38 and pinui-binui. A Neve Amal building "with a signed project" is worth more, but a signed project is neither a permit nor a construction site. Check progress at the municipality and the developer’s strength.
  5. The 10% threshold. In Pituach and at the marina the price often exceeds ₪6,055,070: the purchase tax (mas rechisha) bracket rises from 8 to 10% on the excess for a non-resident or an additional home. On ₪9M the tax reaches ₪779,000.
  6. Zikaron dvarim. The preliminary agreement signed "to lock the property" is legally binding. In Herzliya as anywhere, sign nothing before the lawyer has read the nesach Tabu (land registry extract) or the Minhal contract.

The lawyer’s role, checks and fees are in the real estate lawyer in Israel; to sign from the US, the UK or Canada, see power of attorney and remote purchase.

For a ₪3M loan the bank requires net income of at least ₪45,000 a month (35-40% debt-to-income): at these amounts the file almost always goes through a broker. Unlike a US closing there is no title insurance, no escrow fee and no transfer tax beyond the purchase tax. Professionals on the ground

Herzliya has its own specialists: Pituach agencies used to villas, Minhal leases and diplomatic clients, center agencies for resale and urban renewal, mortgage brokers who put together ₪3M to ₪6M loans for non-residents, real estate lawyers who know Land Authority files and the marina’s serviced condominiums. We select them on three criteria: real estate specialisation, independence from sellers, and experience with remote transactions. The steps in order are in how to buy property in Israel, step by step.

Nearby: Tel Aviv 15 minutes south, Raanana 10 minutes east for a family city with a large Anglo community, Netanya 20 minutes north for new builds facing the sea at half the price.

Frequently asked questions

What is the average price of an apartment in Herzliya in 2026?

₪3.85 million (≈ $1.07M) according to the Central Bureau of Statistics (Q1 2026), down 2.9% in a year, which still makes Herzliya one of the three most expensive cities in Israel. The average hides two markets: a resale 4-room in Herzliya Hatzeira or Neve Amal trades between ₪2.8M and ₪3.6M; the same at the marina or in Pituach, between ₪6M and ₪9M.

How much does a villa in Herzliya Pituach cost?

Rarely under ₪15M for a house to renovate on 500 m² of land, and ₪25M to ₪60M for a recent villa on the streets close to the sea, based on listings observed in 2026. A large share of Pituach plots are on Minhal (Israel Land Authority) leases: the price has to be read together with the remaining lease term and the capitalisation fees.

Why did prices fall in Herzliya while they rose in Tel Aviv?

The CBS average for Herzliya depends heavily on the mix of sales: a year with more marina or Pituach transactions pulls the average up, a year with more center sales pulls it down. The 2.9% drop in Q1 2026 mostly reflects a pause at the top end; the eastern neighborhoods remain firm.

Can a foreigner buy a property on Minhal land in Herzliya?

Yes for an Israeli citizen or anyone eligible under the Law of Return, even a non-resident. For a foreigner who is not eligible, the transfer of a Minhal lease requires the Land Authority’s consent, which is not automatic. The lawyer checks this before any zikaron dvarim; on a freehold property registered at the Tabu, the question does not arise.

What rental yield can I expect in Herzliya?

Between 2.5 and 3% gross in Pituach and at the marina, where rents are high but prices higher still: a villa let to an embassy or a tech CEO brings ₪40,000 to ₪80,000 a month, on a ₪20-30M property. In the eastern neighborhoods, 3 to 3.5% on a 3-4 room let to a family.

Herzliya or Tel Aviv for a second home?

Herzliya offers the sea, the marina and recent buildings with parking for 20 to 30% less than an equivalent unit in Tel Aviv’s Old North, 15 minutes away by car or train. Tel Aviv offers car-free city life and unmatched resale liquidity. It depends on the use: family stays and beach, Herzliya; short trips and nightlife, Tel Aviv.
